Why is my ping so high in Call of Duty 4 PC?

my connection on my pc when i try playing cod4 will be awesome then bad, it will vary like that during the whole game but most of the time it will be bad. im not downloading anything no other computers are on my internet except my mothers laptop but shes not on it its just always on.
